Public Law Group at 39 Essex Chambers takes on three new members

39 Essex Chambers has bolstered its Public Law Group with the arrival of three new members from Kings Chambers with immediate effect.

The set said Francesca Gardner, Eliza Sharron and Arianna Kelly all have established public law practices, particularly specialising in all areas of mental capacity and mental health law.

Gardner’s practice encompasses all areas of Court of Protection work, including welfare disputes, serious medical treatment, and property and affairs matters.

She regularly acts in complex welfare proceedings and has a particular interest and experience in cases involving: cross border placements and disputes (with particular interest in cross border placements from Scotland); children and deprivation of liberty; the international protection of adults; cases involving both welfare and financial disputes; and safeguarding vulnerable adults under the Inherent Jurisdiction of the High Court.

Sharron also specialises in all fields of Court of Protection work, including property and affairs, health and welfare, serious medical treatment, and associated human rights matters. She specialises in cases that involve safeguarding vulnerable adults within the inherent jurisdiction of the High Court.

Sharron also undertakes inquest work and judicial review work with a particular interest in cases involving the extent of local authority duties towards young people and their families.

Arianna Kelly meanwhile has a specialist practice in mental capacity, community care and mental health law and inquests. She acts in a range Court of Protection matters including welfare, property and affairs, serious medical treatment, as well as working extensively in the field of community care. She is also a qualified mediator.

Kelly is on both the Attorney General’s Regional Panel and the Equality and Human Rights Commission Panel of Counsel.
