Chief executive of Centre for Governance and Scrutiny to take up new role at Liverpool

The Chief Executive of the Centre for Governance and Scrutiny, Jacqui McKinlay, is to join Liverpool City Council as its Chief Operating Officer, starting in January 2022.

The appointment of McKinlay, who has been the CfGS’ chief executive for six years, comes a month after the council named Daniel Fenwick, Director of Legal and Governance at the London Boroughs of Newham and Havering, as its City Solicitor. Fenwick will also take on the role of statutory Monitoring Officer.

Lord Kerslake, Chair of CfGS, said: “Jacqui has made a tremendous contribution in her time with CfGS and leaves the organisation in a much stronger position with a wider remit, impact and influence. I am delighted that she will be able to apply her CfGS expertise in supporting Liverpool’s improvement journey. Our priority now is recruit to the Chief Executive role which will start immediately.” 

McKinlay said: “It has been an honour and privilege to work with the brilliant team and Board at CfGS, alongside our many partners and clients across the full range of sectors. It is a difficult decision to leave but I know CfGS will continue to make an impact nationally and locally, lead the debate and be the champion of good governance and scrutiny.

“I am excited to return to my home city and taking on this important role at a critical time for the council”.
