North West university looks to appoint three suppliers to legal services panel

Liverpool John Moores University is looking to appoint up to three suppliers to a legal services framework lasting four years.

The university said the main areas where legal support was most likely to be needed were:

  • Academic litigation/Judicial review;
  • Litigation;
  • Property and planning matters;
  • Construction matters;
  • Corporate finance mMatters;
  • Company and commercial activities;
  • Employment law;
  • Competition law;
  • Procurement advice;
  • Immigration law advice;
  • FOI and DPA advice;
  • Charities law;
  • Support for the university at external hearings, appeals, tribunals;
  • Intellectual property and IT matters;
  • General advice;
  • European law (including European Ffunding);
  • UK contracting / collaboration / franchising;
  • International contracting / collaboration / franchising;
  • Corporate governance.

The university said: “Firms should have a detailed knowledge and expertise in the law relating to Higher Education. They must have a sufficient range of expertise to support their bid with robust arrangements for back-up.

“LJMU will need to be assured that the firms have clear procedures for directing workload, and in particular a named client partner who will act as LJMU's main contact and who will be responsible for the firm's general provision of services to the university.”

It added that the chosen firms would be instructed on a case by case basis, “after applying the appropriate competitive methodology as detailed in the tender documentation”.

The university said it would refer all matters to its chosen solicitors through its Director of Legal and Governance Services.

The contract will be awarded on the basis of the most economically advantageous tender in terms of: experience of personnel (weighting 40); scope and approach to the provision of legal services (weighting 30); and cost effectiveness (weighting 30).

The agreement is expected to run from 1 November 2015 to 31 October 2019.
