Regulator to investigate company involved in solar panel scheme with city council

Energy regulator Ofgem has launched a probe into a company involved in a solar panel scheme with Stoke-on-Trent City Council.

It said it would examine Community Energy Scheme UK’s sales and customer service practices in relation to solar panel installations for social housing tenants in the city.

This will seek to establish whether the company breached consumer protection rules, including potential breaches of the Consumer Protection from Unfair Trading Regulations 2008 and the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.

Ofgem stressed that the investigation did not imply that it had already found any non-compliance.

The scheme is an arrangement between the council and CES under which the latter installs solar photovoltaic panels on Stoke’s social housing roofs and sells the electricity from these to tenants. 

Stoke and CES have been contacted for comment.
