TfL settles procurement claim over construction of Silvertown Tunnel

Transport for London has reached a confidential settlement with an aggrieved bidder that had hoped to build the Silvertown tunnel project.

The sums involved have been reported by the Daily Express at £10m.

A TfL spokesperson did not deny this but said in a statement “The losing bidder, Silver Thames Connect, made a claim to TfL in relation to the procurement for the design, build, finance and maintenance of the Silvertown Tunnel, which was the subject of court proceedings. The parties resolved the matter in March, the terms of which are confidential”.

The twin-bore road tunnel under the Thames in east London will link Silvertown to the Greenwich Peninsula, and is due to open in 2025.

London Mayor Sadiq Khan earlier this year put the construction cost at £1.2bn.

RiverLinx consortium was the successful bidder. It comprises Aberdeen Standard Investments, BAM PPP PGGM, Cintra, Macquarie Capital and SK Engineering & Construction.

Once open drivers will be charged a toll to use the tunnel and the existing one at nearby Blackwall.

This user charge will be used pay for building and maintaining the tunnel, with any surplus reinvested in public transport across London.
