The coalition government has delivered on its promise to overhaul the Licensing Act 2003. The measures outlined last week are radical and herald a distinct change in philosophy, says Philip Kolvin QC.

Philip Kolvin QC
Philip Kolvin was called to the Bar in 1985 and took Silk in 2009.
Philip Kolvin practises in the field of licensing, regulation, planning and local government. He is Head of the Licensing Team at 2-3 Grays Inn Square and Chairman of the Institute of Licensing.
An acknowledged leader in the field of licensing in the Chambers, Legal 500 and Legal Experts Guides, he has been involved in many leading cases. He acts for market leaders, local authorities and trade associations. Widely published, he has delivered training to many organisations, including the Gambling Commission and local authorities.
