The Institute of Licensing (IoL) has published local government reorganisation (LGR) guidance, which includes sections on the legal transfer of functions and the steps needed to maintain safe, lawful service delivery.

The professional body for licensing practitioners said the new guidance sets out what licensing teams need to know, what they need to do, and how they can "position licensing as a core public protection and regulatory service" within the new authorities.

The Institute said the guidance responds directly to the scale of change now underway as councils prepare for structural reform and, in many areas, parallel devolution arrangements.

The roadmap covers each stage of LGR, including the lead-up to vesting day, the period on and after vesting day, and how to build a sustainable licensing service for the future.

The vesting day guidance includes information on data preparation, governance arrangements, the legal transfer of functions, and the establishment of committees and delegations, among other things.

The guidance also includes detailed sections on adoptive legislation, taxi and private hire considerations, enforcement protocols, HR matters, and risk management.

The institute has also launched an online 'LGR & Devolution Hub' alongside the written guidance, featuring a member forum, links to external resources, and updates on national policy development.
