Crown Commercial Service to hold market engagement on next £200m ‘wider public sector’ legal services framework

The Crown Commercial Service has announced that it will hold market engagement in June and July this year in relation to its next framework agreement for the provision of legal services for use primarily by the ‘wider public sector’.

In a prior information notice the CCS, which is acting for the Minister for the Cabinet Office, said the framework would be available to “all approved UK public sector bodies and their associated bodies including, Devolved Administrations — Scotland, Wales and Northern Ireland, the Wider Public Sector including Health and Education bodies, Local and Regional Government organisations, Emergency Services and Third Sector organisations”.

The lotting structure of the framework is to be determined as a result of the forthcoming market engagement.

The £200m value is an indicative value over six years (assuming a four-year term with call-off contracts for a further two years).

The estimated date for publication of the contract notice is 16 February 2022.

In November 2018 the CCS appointed 71 providers, including Hampshire County Council, to its current legal services framework for the wider public sector. This was estimated to be worth £272m at the time.

The framework was divided into the following lots:

  1. Regional service provision (estimated value £70m).
  2. Full service firms - required to provide services across 17 listed mandatory specialisms (£130m).
  3. Property and construction (£40m).
  4. Transport rail (£32m).

Hampshire was appointed to Lot 1.
