Housing Associations Legal Alliance fires gun on £30m legal services framework procurement

The Housing Associations Legal Alliance (HALA) has launched the procurement of its next legal services framework, which at an estimated £30m is worth nearly five times its existing framework.

The framework has been divided into the following lots:

  1. Corporate, Governance & Finance
  2. Housing & Asset Management
  3. Development
  4. Property

The members of HALA include Advance, BME London, Bromford Housing, CDS Co-operatives, Christian Action Housing, Cross Keys Homes, Eastend Homes, Greatwell Homes, Habinteg, Hastoe Group, Hexagon Housing, HFL Homes, Hightown Housing, Housing for Women, Housing Solutions, ISHA, Lewisham Homes, Local Space, MHS Homes, Newlon Housing Trust, Octavia Housing, One Housing, Optivo, Origin Housing, Phoenix Community Homes, Raven Housing Trust, Saxon Weald, Settle Group, Shepherds Bush Housing Group, Soho Housing, Swan Housing Association, Wandle Housing Association, Women’s Pioneer Housing, YMCA St Paul’s Group, YMCA Thames Gateway.

Between them, there is a spend of approximately £6.2m per annum on external solicitors’ services.

Procurement consultancy Kennedy Cater is managing the procurement process for HALA.

The time limit for receipt of tenders or requests to participate is 4 pm on 29 April. The contract is due to start on 1 September 2022 and run until 31 August 2026.

The membership of HALA has more than doubled in size since the procurement of its current legal services framework. In July 2018 HALA, which then had 15 members, named 12 firms to a three-lot framework worth an estimated £6.4m.
