TfL names Clarke as interim General Counsel

Transport for London (TfL) has appointed Andrea Clarke as interim General Counsel for 12 months, following the retirement of Howard Carter.

Carter had been General Counsel at TfL for 17 years.

TfL said: “Andrea Clarke has been a central figure in TfL's legal team since TfL's creation in 2000, and will bring her experience to the role of General Counsel, providing legal, governance, secretariat, risk management, audit, and assurance services to support TfL as it works to deliver its business priorities and the Mayor’s Transport Strategy.”

In other appointments to its Executive team, TfL has appointed Tricia Wright as Chief Officer for Pensions Review on a permanent basis, while Fiona Brunskill has now been permanently appointed as Chief People Officer (CPO), a position she has held on an interim basis since October 2022.  

London’s Transport Commissioner, Andy Lord, said: “I’m delighted to be able to confirm these changes to my executive team. Across TfL we are committed to keeping London moving and to achieving our vision of being the green heartbeat of London, while continuing on the path to financial sustainability and delivering real and vital improvements for the city. Investment in public transport is key to a thriving economy and, with Government capital investment from April 2024 we can continue to support our city and make it an even better, greener, safer and more successful place. This work is crucial to the economy of London, and will benefit the UK as a whole.”

In relation to Clarke’s appointment as General Counsel for 12 months, Lord added: “I am delighted that Andrea Clarke will take up the role of interim General Counsel for the next 12 months and will guide the organisation over the next year.

“The work that our General Counsel covers on a daily basis is extremely broad and varied, and I have no doubt that she and her team will be supporting TfL and the wider GLA Group so it can continue to deliver for London.”
