Alexander Horne joins Cornerstone Barristers as an Associate Tenant

Alexander Horne, a barrister who spent 18 years as a legal adviser in Parliament, has joined Cornerstone Barristers as an Associate Tenant.

Horne, a Visiting Professor at Durham University, was called to the Bar by Lincoln’s Inn in 1999. He was previously a teaching fellow and honorary lecturer in Public Law at University College London.

During his time as a legal adviser in Parliament, he focused on EU, regulatory and public law; international agreements; and human rights. He was the first legal adviser to the House of Lords International Agreements Committee, which he helped to establish.

Horne was also legal adviser to the House of Lords EU Committee and deputy legal adviser to the Joint Committee on Human Rights. He currently acts as Special Adviser to the Women and Equalities Committee in the House of Commons.

He has also advised foreign parliaments on human rights and on treaty scrutiny as a consultant to the United Nations Development Programme.

Horne is the editor of several books, including Parliament and the Law (now in its third edition).
