Manchester man banned from city centre in first riot-related ASBO

A man from Manchester is thought to have become the first person to receive an anti-social behaviour order (ASBO) as a result of the riots in August.

Jason Ulett, 38 from Ardwick, fought with a police officer outside a looted Sainsbury’s store on Oxford Road on 9 August. The officer had asked him to remove his hood and there was a struggle.

Ulett was subsequently sentenced to 10 weeks’ imprisonment after he pleaded guilty to a public order offence, and served five weeks in jail.

Manchester City Council applied for the ASBO at Manchester Magistrates’ Court this week.

Ulett, who did not attend the hearing, has now been banned from entering the city centre.

The ASBO means he also been banned from remaining in any shop if he is asked to leave by the staff and from using abusive, threatening and intimidating language towards anyone.

Ulett could face being sent back to jail if he breaks any of the conditions.

Cllr Paul Andrews, Manchester City Council's executive member for neighbourhood services, said: "We have already seen a strong reaction to the riots by Manchester residents, Greater Manchester Police and the courts which issued tough sentences against those responsible.

"This order – the first of its kind in the UK – continues to send out the strong message that we will not let a small group of thugs try to ruin our city centre. Manchester residents and businesses should take comfort from this order and I urge anyone who spots Ulett breaching his order to contact the police immediately.”
