In this Briefing which will be of interest to all those advising on business rates, Sarah Sackman and Hugh Flanagan will discuss the implications of the Upper Tribunal's recent decision in Wigan v Cox (VO) [2019] UKUT 0389 and other recent case law on altering the rating list on the basis of material changes of circumstances.  Sarah was counsel for the valuation officer in the Wigan FC case and Hugh was counsel for the valuation officer in Cemex v O'Dwyer (VO) [2019] UKUT 106 which also dealt with material changes of circumstances.
