The introduction of new Regulations and guidance to deal with the Covid-19 pandemic has become an almost weekly occurrence. Responsibility for enforcing the regulations falls on the police and local authorities, but the frequent variation and complexity of the regulations hampers their efforts to enforce them properly. Following the publication on Monday 23 November of the strengthened tier-system to succeed the national lockdown, it appears the tide of new regulations will not be ceasing any time soon. 
 
In this 1 hour morning webinar for public authorities on 4 December, barristers from FTB will provide an overview of the new system, whilst also discussing two particular issues that are causing headaches for public authorities:

  • Precisely what powers do local authorities have in enforcing the regulations, and what is the best way of ‘designating’ officers to utilise those powers in order to mitigate the risk of a legal challenge? 
  • Do the Regulations bestow powers of entry to those with enforcement responsibilities?

The webinar will be chaired by Gary Grant.  Speakers will be Charles Holland and Horatio Waller.
