Speaker: Fiona Anthony

There has been an increased focus recently on local authorities being encouraged to use compulsory purchase orders (CPOs) for a wide range of projects from bringing single empty properties back into use to large-scale regeneration schemes.

This practical course will break down the different stages of the CPO process, incorporating recent changes to the law and practice. The course will include an overview of what CPOs are and the projects they can facilitate, looking at the most commonly used powers. It will consider the different elements of compensation and when compensation should be paid, as well as exploring the process of making and confirming the order including documentation and notice periods. Using case studies, the course will also look at dealing with objections, including the written representations and public inquiry procedures, and discuss how to implement the CPO and the different ways in which this can be achieved.

The course will cover:

  • Introduction and Context
  • Choosing the Right Power
  • Making the Order
  • Confirming the Order
  • Dealing with Objections
  • Implementing the CPO
  • Compensation

This course is intended for anyone with an interest in CPOs from absolute beginners to those with some experience. For beginners, the course will explain the issues simply and highlight areas that can be tricky. For more experienced practitioners, this is an excellent opportunity to hear how recent changes in law and practice will affect you and your work.
