The Closure Order is one of the more powerful and effective tools in the ASB toolkit. This course will deal with both commercial and residential closure orders and address the processes and procedures to be successful in obtaining a swift closure. The course is aimed at those who are either starting out, have limited knowledge or experience and those practitioners who may need refresher training or simply to understand the extent to which closure orders can be used.

There is a certain amount of flexibility that can be used in closure orders for example the use of “partial closure orders”, where there is evidence of “cuckooing” - criminals exploiting vulnerable people and using their properties for illegal or immoral purposes. Partial orders can be put in place, allowing the occupiers to remain (ensuring a vulnerable person doesn’t become homeless) and keeping the perpetrators away, bringing respite to the community. A further area to be explored will be the “necessity test”.

The morning will focus on commercial closures and the afternoon will concentrate on residential closures. There will be case studies and examples utilised and an opportunity for discussion and questions.

Andrew Perriman

Head of Legal Services and Deputy Monitoring Officer, Middlesbrough Council

Andrew Perriman is the Head of Legal Services and Deputy Monitoring Officer at Middlesbrough Council and whilst his role has a strategic and managerial edge to it, he regularly appears in courts and tribunals on contentious and complex matters relating to Regulatory (civil and criminal) and Employment law. A former private practice lawyer and Senior Lecturer in Law, Andrew is an experienced prosecutor and able to explain processes and procedures to a wide range of audiences and can identify and tackle strengths and weaknesses of cases in his areas of expertise. 

Having been called to the Bar in 2010 and practised as a Legal Executive and currently as a Solicitor, Andrew has a breadth of experience that can be called upon from the different sectors. Andrew has presented lectures, workshops and seminars to a variety of audiences including Students, Lawyers, Council Members and Officers within his areas of interest and expertise.
