A zero sum game?

The number of SEND tribunal cases is rising and the proportion of appeals ‘lost’ by local authorities is at a record high. Lottie Winson talks to education lawyers to understand the reasons why, and sets out the results of Local Government Lawyer’s exclusive survey.

HealthTrust Europe to seek supplier engagement ahead of legal framework renewal

Central purchasing body HealthTrust Europe (HTE) is to seek supplier agreement as it prepares to renew its legal services agreement.

In 2015 three local authority legal teams – Kent Legal Services (now alternative business structure Invicta Law), Staffordshire Legal Services and nplaw – secured places on HTE’s legal services panels, which had an estimated value of £30-90m.

HTE, acting as agent for the University Hospitals of Coventry and Warwickshire NHS Trust, said last month that the lots for the renewal were to be determined based upon market engagement but added that it expected them to cover:

  • legal services for corporate governance
  • healthcare
  • contract and commercial
  • employment related services
  • property
  • finance
  • digital and environmental.

The framework will be awarded for a maximum term of four years.

“The bodies to whom the use of this framework agreement will be open include all contracting authorities in the UK as defined in Regulation 2 of the Public Contracts Regulations 2015 as may be updated from time to time,” HTE said.

It said it expects to publish a contract notice by 20 November 2018.
