Construction of sports facility paused following judicial review challenge to council approval

The High Court has given the go-ahead for a judicial review challenge over West Berkshire Council's decision to grant planning permission for the development of a new sports hub in Newbury.

The local authority resolved to grant permission for the development on Monks Lane, Newbury, in March of this year. However, a judicial review application lodged in June halted construction.

The application was initially refused, but the legal challenge will now proceed to a full hearing following an appeal this month (18 August).

If the plans are implemented, a new artificial grass pitch will be built accompanied by a single-storey sports pavilion building and car park.

Howard Woollaston, Executive Member for Housing, Leisure and Culture at West Berkshire Council, said the decision was "extremely disappointing as it will result in a delay to the delivery of a high quality, and much needed sports facility, including a world-class artificial turf pitch and club house". 

Cllr Woolaston added: "Not only does this mean that we are likely to miss a full season of football, it almost certainly means that Newbury Football Club will not have their new home for the 2023-24 season.

"The further delay will also result in additional costs being incurred for the project and for the council tax payer."

The council said it "remains confident of its position" and will continue to defend the claim to ensure that the new facility can be delivered.

The hearing date is yet to be confirmed.
