Welsh environmental watchdog to appoint two providers to £1.56m parliamentary legal services framework

Natural Resources Wales (NRW) has issued a tender for its Parliamentary Legal Services Framework 2025-2029, which is estimated to be worth £1.56m over the four years.

NRW said it proposes to conduct its "Parliamentary, local legislation and related issues" work in the following areas:

  • A - Works and Projects
  • B – Fisheries
  • C - Flood Defence and Land Drainage
  • D - Navigation and Recreation
  • E - Water Resources
  • F - Nature Conservation
  • G – Forestry
  • H - Marine Licensing

The award criteria are quality (70%) and price (30%).

NRW said it expects to appoint up to two suppliers to the framework, ranked 1st and 2nd based on combined tender and commercial evaluation scores.

The contract is expected to run from 11 October 2025 to 10 October 2029.

All work will be directly awarded to the 1st ranked supplier. The 2nd ranked supplier may be approached if the 1st ranked supplier is unable to deliver.

The enquiry deadline is 8 May 2025, 11:00am. The tender submission deadline is 27 May 2025, 11:00am.
