Wigan monitoring officer leaves after 30 years at council

Janet Davies has left her role as monitoring officer at Wigan Council after three decades at the local authority.
Davies left the council this month, stepping down from her position as Assistant Director – Legal, Governance and Elections and Monitoring Officer.
Nina Ellement, who joined the council as a strategic lawyer in 2024, has now taken on the role of Chief Legal Officer and replaced Davies as monitoring officer.
Ellement has held positions in both private practice and local government, having been a senior solicitor at Vincents Solicitors and a senior associate care lawyer at Forbes Solicitors.
She was previously a principal lawyer at Wirral Council, and Head of Legal at Cumbria County Council. She also held a principal solicitor/head of legal role at St Helens Council.
Wigan's mayor, Cllr Anne Collins, congratulated Davies on her retirement from the council at a council meeting in May, thanking her for 30 years of "dedicated service to the Council and borough as a whole".
