Westminster secures injunction in bid to tackle anti-social driving in central London

Westminster City Council has secured a High Court injunction prohibiting drivers from racing, performing stunts such as burnouts and doughnuts, and organising or promoting car meets in known hotspots in its area.
The locations covered include Knightsbridge and Belgravia, St James, Hyde Park and the West End.
The council said that following the court’s decision, anyone who breaches the injunction could face large fines or seizure of assets for excessively revving their engines or driving dangerously between 6pm and 7am.
Westminster said there had been “months of hard work and continuous enforcement throughout the city by council officers, colleagues from the neighbouring borough of Kensington and Chelsea, and Met Police”.
It added that over the past year, a Public Space Protection Order was expanded across the West End resulting in 370 fixed penalty notices.
Since the start of 2026, the Metropolitan Police have issued 36 Traffic Offence Reports (TORs) as part of targeted operations.
“By working with partners including the neighbouring borough of Kensington and Chelsea further deterrents such as anti-skid surfacing on Exhibition Road, have also been introduced,” the council said.
Westminster’s Deputy Leader and Cabinet Member for Enforcement, Cllr Caroline Sargent said: “Anti-social driving is incredibly dangerous, and we do not want it in Westminster. This ruling is a fantastic result for the council and its partners which will make our streets safer whilst offering residents respite from the excessive noise.”
“We have a zero tolerance for this sort of behaviour, so if you are looking to meet up and drive like this, our streets are not the place for it.”
