The panel has been divided into the following lots:

• Human Resources (Employment) (4).
• Housing Management (5).
• General Commercial (6).
• Compliance and Governance (9).

The successful firms were:

• Clarke Willmott (1, 3)
• Devonshires (1, 2, 3, 9)
• Forbes Solicitors (1, 4, 9)
• Knights (1, 2, 9)
• MSB Solicitors (5)
• Muckle (1, 2, 6, 9)
• Penningtons Manches (1, 2, 3, 6, 9)
• Shoosmiths (2)
• Trowers and Hamlins (1, 2, 3, 6, 9)
• Ward Hadaway (5, 6)
• Wright Hassall (1, 3, 5, 6, 9)

The contract was awarded on the basis of quality (weighting: 70) and price (weighting: 30).
